Civil service reform has been mandated as one of the top most priorities of Afghanistan government since 2003 after inception of Independent Administrative Reform and Civil Service Commission (IARCSC) in 2002. Due to non accomplishment of thorough civil service reform, Afghanistan is still struggling with basic social goals like food and social security, economic and environmental sustainability, access to health, education and justice, citizen charter, women´s empowerment, smooth refugees re-entry into communities and reconciling ethnic groups. The present civil service reform template is not sufficiently broad to deal with post-conflict reconstruction. While the civil service reform template shows progress in the creation of security and law and order, and in the protection of civil and political rights, it has fallen short in ensuring the principle of civil service reform in relation to accomplishment of social goals. Major social goals are yet to be accomplished through civil service reforms in the post conflict country, Afghanistan.
Rahat Sikdar is a national of Bangladesh. He did PhD after business graduations. He worked with international bodies like UNDP, CARE, USAID, World Bank and other corporate houses in different capacity. He served Afghanistan Government as an International Advisor. He intends to make a significant contribution in development field across the world.
